Billion-dollar CrackerJax redevelopment project gets first approval in Scottsdale

Wealthy developer envisions the mixed-use project being a magnet for innovative startups

The next billion-dollar development project in north Scottsdale took another step toward reality on Wednesday.

A rezoning for The Parque — a mixed-use development at the site of the former CrackerJax amusement park — was recommended for approval on Sept. 27 by the Scottsdale Planning Commission in a 6-0 vote.

Proposed for The Parque are more than 1,200 residential units including multifamily, condominiums and workforce housing; a 100,000-square-foot Class A office building; nearly 35,000 square feet for new restaurants; more than 25,000 square feet for additional retail; a 223-key, five-star branded hotel; and 92,500 square feet of flexible space. A hotel-branded condominium would be the tallest of the 12 possible buildings at The Parque at 119 feet.

Plans also call for a 2-acre, open space "Central Park" in the middle of the development, which is described as a "focal point" of The Parque.

Billionaire George Kurtz, the co-founder and CEO of cybersecurity company CrowdStrike, and one of the wealthiest people in Arizona, acquired the land in 2022 for $55.5 million. At the time of the purchase, Kurtz said he wanted to create "a transformational, sustainable mixed-use campus as a catalyst to attract top innovators, technology entrepreneurs, knowledge workers, and venture capitalists to accelerate Scottsdale’s growing technology cluster.”

The ownership team consists of Kurtz and David David Megdalegdal, while Nelsen Partners has been tasked as the project architect. Texas-based Nelsen Partners has worked on other prominent Valley retail developments including the nearby Kierland Commons and Scottsdale Quarter as well as the Arizona Biltmore and Goodyear's new downtown. It is also working on the planned Five North commercial core at the Vistancia community in northwest Peoria.

Crackerjax redevelopment has been attempted before

John Berry of Berry Riddell LLC is the land-use attorney for the project. Berry told the Phoenix Business Journal after the vote Wednesday that he expects The Parque to go in front of Scottsdale City Council sometime in November.

The Parque was considered by Scottsdale's Airport Advisory Commission on June 21. The project's development team previously told the Phoenix Business Journal that it expects the public review process will likely last through the end of the year.

The site is in a highly coveted area in the Valley just north of Kierland Commons, Scottsdale Quarter and the Scottsdale Airpark. The Parque would be located just to the south of Axon Enterprise Inc.'s proposed site for a new corporate headquarters and more than 2,000 multifamily residential units, a 100-key hotel and retail in six five-story buildings.

Should it move forward and get built out, The Parque would join other billion-dollar developments in the works nearby in north Scottsdale, which include Nationwide Realty Investors' Cavasson mixed-use campus, the emerging Optima McDowell Mountain Village luxury community and the 120-acre One Scottsdale mixed-use development.

The CrackerJax property had been subject to much speculation over the years about possible developments and buyers. In 2017, JDM Partners, which counts former Phoenix Suns owner Jerry Colangelo as a principal, submitted plans to the city of Scottsdale for a 2 million-square-foot mixed-use development that would have included offices, restaurants, condos, a hotel and a theater. Ultimately, those plans never advanced and JDM did not buy the property, according to previous reporting.

Amazon Web Services, the cloud computing business of Amazon.com Inc., has become a significant part of the e-commerce giant's business.

Amazon.com Inc. has submitted plans that would significantly increase its footprint in the East Valley.

Amazon (Nasdaq: AMZN) has filed presubmittal documents with Mesa’s planning office for two separate data centers about four miles apart in southeast Mesa. Both proposed projects would be built on land owned by Amazon.

The plans for the data centers are almost identical. Each plan calls for two data center halls at about 227,000 square feet apiece. If both projects end up being built, Amazon would add approximately 908,000 square feet of data center space in the Valley.

It is not clear whether Amazon intends to build both of the sites out to completion or if the company will work with the city of Mesa to determine which site would be best for the data center project. Amazon could not be reached for comment.

Amazon Web Services, the online retailer's cloud computing arm, has become an integral part of the company's business. In 2022, AWS brought $22.1 billion in revenue. The AWS segment has seen double-digit growth in both the first and second quarters of 2023.

One of the proposed data center sites is on 42.9 acres off Elliot Road, next door to the Apple Data Center in Mesa. The other is located on 71.3 acres at 10464 E. Pecos Road, just east of Legacy Park, the huge youth and amateur sports complex.

The narratives submitted to the city of Mesa for both projects have similar and sometimes the exact same wording.

“This project will bring employment to this rapidly developing area,” Amazon wrote in both of its narratives submitted to the city of Mesa.

National design firm Kimley-Horn prepared the conceptual site plans that were submitted to Mesa for both projects. The project narrative for the Elliot data center said that Ryan Cos. was involved in developing that site. Kimley-Horn and Ryan Cos. would not comment on this topic.

While it could be a lot to construct two similar data centers four miles away from each other, Amazon clusters many of its other data centers — including in the Seattle area, Northern California, Oregon and Northern Virginia.

Amazon acquired both of the Mesa sites being considered for data centers in December 2021. The company paid $16.9 million for the Elliot Road property; the Pecos property cost just over $18 million.

The Pecos site was also once considered for a 701,572-square-foot logistics building that would have been a last-mile delivery hub for Amazon. That development was called “Project Cork” and Ryan Cos. was attached to it. Public records show there has not been much movement around Project Cork since 2021.

Data centers are a somewhat controversial topic in development worlds. Data centers are a necessity for companies that provide web services like Amazon, Google and Facebook, but they also require a lot of real estate and use a lot of energy and water. Data centers also don’t typically produce that many well-paying jobs. Some cities in the Valley, including Chandler, have passed laws banning the development of new data centers in their city limits.

Mesa has embraced data centers. Just on Elliot Road – where Amazon is proposing to build – there are data centers owned by Apple and Facebook, while Google has also started construction on its own.

Scottsdale luxury builder lists model home at Phoenician project for $7M

Scottsdale-based Cullum Homes has listed its model home at a luxury community it is building at the base of Camelback Mountain that overlooks the 9th Hole of the renowned Phoenician Golf Course.

The fully furnished 4,451-square-foot home is listed for $6.995 million.

Of the 21 luxury homes Cullum Homes is building at Ascent at The Phoenician, five golf-frontage lots remain to be sold, said Lindsay Cullum-Cowell, managing principal at Cullum Homes.

"Our practice has been to open a model to give our future homeowners an idea of what's possible, given the lot sizes, so they can feel the space and see the quality of finishes in a Cullum home," she said. "Seeing our progress so far, we feel like we're going to be sold out of the golf-frontage lots here pretty soon. We are offering this home for sale earlier than anticipated."

Cullum Homes also is building 23 multilevel detached townhomes nestled into Camelback Mountain and across the street from those golf-frontage lots.

While the model home for those townhomes is under construction, four townhomes already have been sold and another four are under construction to be sold when fully built out, she said.

Cullum-Cowell said she expects that model townhome will be completed by the second quarter of 2024.

"Sales are going really well at The Phoenician," she said. "Homeowners here like the lifestyle."

The gated community is secluded but also has immediate access to the Phoenician Resort and is near amenities in Old Town Scottsdale and the north Arcadia area. A Camelback Mountain trailhead also is convenient for a more active lifestyle, she said.

A private club for homeowners at Ascent is being designed as a modern interpretation of the historic Jokake Inn, which opened in 1927.

To be called the Mountainside Club, the private facility will include a fitness center and movement area on one floor and a great room, dining room, kitchen, game room and outdoor pool on the other level.
